Parking

The parking policy is established to "assure equitable parking and access to the community." The current rules come from the Community Handbook (v1.2) and the Parking Regulations Reminder dated January 16, 2020 (Source: Handbook — Parking; 590 HOA Parking Regulations 01.16.2020). Additional rules come directly from the Declaration.

Permissible vehicles

Vehicles that may be parked within the community include conventional passenger vehicles in good repair that are currently licensed and in regular use (Source: Handbook — Parking).

Prohibited vehicles (no parking in the community)

The following may not be parked in the community except for loading or unloading (Source: Handbook — Parking):

Loading or unloading of prohibited vehicles and equipment is permitted subject to a 24-hour time limit (Source: Handbook — Parking; 2020 Reminder).

The Declaration also prohibits these on any Lot for any purpose — except trailers, campers, pickup coaches, tents, or boats stored completely inside a garage and not used for living purposes (Source: Declaration Article VI § 1.B).

Garage use

Curbside / street parking

There is no curbside / street parking within the community — to allow emergency vehicles and owners access to driveways (Source: Handbook — Parking; 2020 Reminder).

The Declaration likewise prohibits parking of automobiles, boats, trucks, trailers, or other vehicles on the Streets (Source: Declaration Article V § 1.J).

Guest parking spaces

Guest parking spaces in the common area are not to be used by homeowners other than short-term temporary situations and with the approval of the Board (Source: 2020 Reminder).

Vehicles in disrepair

Enforcement — Garage Use

If you are not using your garage for vehicle parking (with exception to trailer/camper/boat parking), you may be given notice to remedy within 30 days. If not completed in that period, you may be called to appear at a hearing with the Board and possibly fined. A fine of $200 per month can be levied against the Owner until the violation is remedied (Source: Handbook — Enforcement Procedures, Garage Use; 2020 Reminder).

Offense Action
First Violation notice attached to offending vehicle (warning); remedy within 24 hours. If not remedied, escalates to second offense.
Second Violation notice attached; 24 hours to remedy or vehicle will be towed at owner's expense. Letter from managing agent or Board sent to offending Owner.
Third Vehicle will be towed at owner's expense. Towing must be authorized by at least two people, one of which must be a Board member.

If more than 30 days pass between violations, the offenses recalculate (Source: Handbook).

Violations may also result in fines, ticketing by City of Lake Oswego Police Department, and/or towing of vehicles (Source: 2020 Reminder).
